Sexual Harassment Reporting/Breach of Confidentiality

A large educational institute in SoCal received an allegation from an adult student of inappropriate conduct which did not occur at their facility. Non-HR personnel at my place of employment were sent emails about this allegation and I was interviewed. Is this appropriate?
