Legal Question in Traffic Law in California

as a driver, port of entry in california inspection station issued a vehicle fix it ticket for a problem with a trailer that i am not the registered owner. the registered owner failed to perform the corrections necessary to comply. as a result because the citation was in my name , the state issued fines against me and my licence. my question is how i can change this action by the highway patrol d.o.t. of them giving citations to the correct persons responsible for their equipment?

As the driver of the vehicle you are responsible for the condition of the vehicle and any trailer attached to the vehicle. You may be able to get the court to dismiss the ticket if you prove that the trailer is not in your name and you don't have control over it to do the repairs.
