Legal Question in Workers Comp in California

Is this legal?My mom fell at work and tore a ligiment in her knee,her works insurance had to pay for her?

surgery and doctors visits.After her surgery she was ordered to go get therapy by the doctor however when she went to try and get therapy they told her that her works insurance had cancelled everything.The reason they said the insurance cancelled everything was because my mom did not sign and return some papers which they claim to have send to her.The problem is we never got any papers.My mom is suppose to return to work next friday but she never got her therapy or a doctors note saying she can return with no restrictions because remember they cancelled everything including doctors visits.Can they fire her for this?I was thinking they could because they do not want to take the liability of her coming in with no therapy or not having a recents doctors not.She does have one of the first doctors notes she got when she was getting surgery saying she would be able to go back to work in 6 weeks, can she use this? or does it have to be recent.We are worried and dont know what to do? HELP
