Legal Question in Workers Comp in California

I recently injured my leg at work. Doctor said I could return on modified duty. My regional said I could come back and HR said I could return. Now manager is saying I can't come back till I'm 100%. I feel like they are trying to push me out of my job. Is there any legal action I can take? Or advice on how I should move forward?

You need to start an interactive communication with the employer to return to work . If you are certain that they are playing game you may think of bringing a wrongful termination action against your employer.
