Is there case law in Connecticut that uses a parents earning capacity to determine child support instead of a present part time job when they are capable of full time employment but refuse to work full time?

Yes. There is case law that allows the court to determine a parent's support obligation on his/her capacity to earn. The court also looks at factors like day care expenses and the total financial picture of the family.
