Legal Question in Real Estate Law in District of Columbia

The Transfer of Property in Washington, DC

My Mother passed away on Oct. 2009. My sister claims that our Mother's property was transfered to her in 2004. The Recorder of Deeds in Washington, DC has my sister's name on file, however, there no records on file to indicate that my Mother signed a document transfering her property to my sister. The Recorder of Deeds told me that they don't know how that happened. Do I have any legal recourse regarding this matter?
