Legal Question in Construction Law in Florida

Do I have any recourse on a county government for failing to identify critical visual non compliance items during a reroofing project on my home?

Additionally contractor gave 10 warranty and has only gone out of business in last 3 months. All along prior to go out of business he would not return our phone calls. He is not broke he just retired!

You need to explain better to get an answer. It is not clear what the county has to do with it (building inspection?). It is also not clear whether you paid anyone.
