If someone goes for a modification of child support due to retirement/disibility, will the decrease in amount then be back dated to the time of the income change or will it just be effective once it's changed and he will still owe the amounts prior to change if not paid.

In the discretion of the judge, it's effective as of the date the petition to modify the support is filed or the date the judge signs the order modifying support, usually the latter if you don't have a lawyer.
