Company planning to layoff

on march my said that there would budget cuts last friday 04/10/08 in company memo it said everyone

needed to reapplied for there positions or any other open positions.now today they wants to sign a individual non-diclosure and confidentiaally certiication form. can this get away with this and i dont sign can terimnate my employment

Yes they can ask you to sign and yes they can terminate you if you do not. Be careful signing such agreements if you may be fired or let go anyway.
