What does it take to make an IOU binding?

If there is no real estate involved, you can do it on a handshake, as long as there are witnesses so as to take it out of the "he said, she said" arena. It doesn't HAVE to be in writing, but, obviously, a writing makes it easier to prove. It does not have to be notarized.
