Legal Question in Credit and Debt Law in Georgia

i live in a condo complex and one the by-laws is that if a owner is deliquent on association fees that their vehicle is towed due to parking privledges being suspended. mine was towed and now the new board is not enforcing the by- law or any other form of getting the owners to pay. do i have any standing on asking for my towing fees back?
