Health insurance

If one party in a divorce is ordered by the court to pay for health insurance and provide a card to the custodial parent and does not do this causing the custodial parent to provide the insurance coverage for the child, can the custodial parent recover the cost for the insurance they are providing forthe past nine years? About $40,000.00 over the nine years period?
