If a car is parked in a public parking and is hit by another car and totaled, can the public parking be sued?

Yes, although that doesn't mean you will be successful. You will need to find a reason that the public parking company is at fault. Was the car valet parked? If not, is the lot designed in a way that the cars were parked too close?
