Water Damage to Automobile

It heavily rained this morning, and my husband and I commuted to work on I- 75/85 this morning. When we came off of the exit ramp (which has a downhill slope at the end of the ramp), we drove into an unseemingly very deep water puddle (the depth of the puddle was not clearly visible because it was not completely daylight outside and the end of the ramp is under a bridge). As a result of this, our vehicle stalled in the puddle, and my husband (all by himself) had to push our vehicle out of the puddle. The vehicle has not been able to start, and at this point we do not know the extent of the damage.

Is is possible to file law suit or pursue legal action against the city for damage that has been done to our vehicle, due to the fact that they obviously do not have a proper/sufficient drainage system for this exit ramp (which has a downhill slope)?

Well, you can certainly pursue a claim against the city, county, state or whoever is responsible for maintenance of that area. You will come up against an unbelievable amount of red tape. Good luck. Consult with a local attorney.
