Legal Question in Credit and Debt Law in Illinois

Bad Credit Report

My aunt is 56, mentally challenged and lived with my mother until moms recent death. Upon the decision to place my aunt in an apartment complex of her own, we discovered from the property management she had a bad credit turned over to a collection agency in 2002. We have contacted the original bad credit utility company to learn the services were at two different addresses she never lived at. In fact, my sister lived at these addresses during the time listed, obviously using my aunts name for the utility company. How do we take action to clear this from my aunts credit report? My sister will definitely not pay the outstanding money.
