Legal Question in Discrimination Law in Illinois

My son who is 13 was taking a jog around the block (where we live) about 6am. He was stopped by police because they claimed someone who looked liked him was trying to break in a car. I was at work during this time, and they handcuffed my son and put him in the squad car. They took him back home and checked the house. Afterward he was taken to my mom's house around the corner because an adult was not in the home at the time. The problem is he was still in handcuffs. He was not charged or arrested. Was the handcuffs necessary??-Jackie

If the police officer felt they were necessary, then they were necessary.
