Legal Question in Legal Ethics in Illinois

I bought a car from a independant dealer who didnt provide the title to the vehicle as promised, all i have is the bill of sales. i need to know what are my options and how to solve this issue. he is giving me "the run around" about the title and i cant register the vehicle
