Legal Question in Legal Ethics in Illinois

how do you bring a law firm up on charges of unfair billing and padding a bill such as .3 on phone messages being charged for lawyers inter office conversation and lawyers you did not hire doing work on case . contract states you can dispute charges, only to find out there being ignored. after spending $ 40,000 and speaking to the c.e.o. did not help.
