Legal Question in Legal Ethics in Illinois

Whos is financially responsible when a 2 1/2 year old breaks the glasses of a 4 year old in my childcare. The 2 1/2 year old removed the glasses from the four year olds face. How should I include this in my daycare rules in the future as to be fair to all parites.

you are responsible. It should be covered by your insurance. Have parents sign a waiver
