Is there any law for abuse to physically handicap person by quoting the disability as the cause.( I was criticized by in-laws on this regard at our relatives)

You dont move application(s) but complaint(s) before Police. Please choose right words in your legal opinion(s). You certainly can make a complaint before the Police .
