'' A childs right of where to live if have been taken from home''

To Who This Question goes to,

I have a friend who is being physically and verbally abused at home. This friend is 14 yrs old and needs help. My friend will not get help because she is afraid of being placed in a home that she would not like to be placed into. A couple who have had a foster care license before but have not reknewed it recently have offered to let her live with them and even adopt her if she would like to. She does and will only let child services place her with them. Can she choose where she would like to live with if they meet all of the requirements? Please answer as soon as possible.

Indiana requires any person who obtains knowledge of child abuse to report the same to the authorities.
