How can I owe the state money?

I owe no arrearage on my child support. So, how can I owe the state money if my ex is on welfare? I thought the court and welfare department are linked together. My support is automatically taken out of my check weekly and sent to the court.

Ask the state for an accounting of the arrears that they are claiming.
