Legal Question in Disability Law in Iowa

My mom is handicapped - wheelchair bound. Was working in store w/used items on a government program similar to Foster Grandparents. Bathroom not handicap accessible so she would leave wheelchair in doorway to assist her in using facilities. Asked manager to put up a curtain for privacy. Manager had nerve to come into back room when she knew Mom was in bathroom and watched her. She refused to turn on air conditioning on days it was hot if Mom was the one requesting it. Customers also complained on this one. Created a hostile work environment - enough to make my mom have stomach problems recently and as of yesterday, she no longer works there. The manager was going to fire because of air conditioning request. Person form government program had her quit when she heard how she was being treated. None of the other employees were treated this way and there are quite a few witness. Did manage violate ADA with treatment to mom?
