After a husband dies, is the wife responsible for her husband's past debts including medical bills? Or are we still considered chattel?

In Kansas a surviving spouse is liable for the medical bills of his/her deceased spouse. A surviving spouse, however, is not liable for other debts that are in the deceased spouse's name alone, such as VISA, MASTERCARD, etc.
