Legal Question in Family Law in Kansas

My daughter is 19 and the Non-custodial parent is 17. My daughter gave birth in Kansas but left the NCP off the birth certificate and he has not filed for paternity. Since the NCP is not 18 yet can he file charges against my daughter for harassment or anything else?
