Can a father sue for child support if he has been paying for a child that is not his? He never signed the birth certificate and has never seen pictures of the child.

The fact that the "father's" name is not on the birth certificate and that he has never seen pictures of the child have little to do with the child support obligation. The court will likely require a hearing to determine whether a paternity test is in the best interest of the child. The longer the delay, the less likely the court will be to order genetic testing.
