Background Checks

My sister in-law is dating a Baltimore County Detective, we found out that he ran background checks on all of us in the family without our knowledge. Is this legal since we were not under investigation for anything or have broken any, and if this was not legal do we have any recourse?

What do you mean by background checks? If you mean accessing your credit reports, no, the detective did not have a permissible purpose. You could so under the Fair Credit Reporting Act, and possibly other acts depending on the facts, which are not fully detailed in your post.
