Verbal agreement

In agreement my sister in-law said that I can buy her car, but the car needed some repairs first, I had vechile towed and spent over 900.00 in repairs, she agreed that once I got car up to speed that we would work out a price for the car, but couldn't get the registered, so we agreed that would return the car and she would pay back for the work I put in. It's been months now I can register a car but she wants to now keep the car, but doesn't think she should pay me back because technically I never paid her for the car. How can I get my money back?

If your sister won't reimburse you for the expenses you incurred or sell you the car, you would have to sue her in small claims court. It was unwise to proceed with the repairs before you had finalized an agreement with her to buy the car. You should have bought the car first, then had the repairs done.
