Legal Question in Employment Law in Maryland

I work at an Animal Shelter and have been targeted for harassment by some of the employees. The worst incident that has really effected me mentally, is when I had the tech department send me a picture of a dead cat on purpose. The employees only received an oral warning. I asked the Director why no one was at least suspended and she said because they could not pinpoint one person. I cry all the time now, I don't want to go to work and I am afraid of what these people might do next to me or one of the cats I take care of. When the Director won't help me with what these employees are doing, I just want to know if there is anyone else I can go to for help.
