Legal Question in Traffic Law in Maryland

I was looking for the bus station in Baltimore, MD and got lost in the nearby urban neighborhoods. I finally pulled into the large depot lot (not realizing that you weren't supposed to) and let my friend out next to the bus. A police car pulled up and I was told to move the car. As I went back to get in the car, I closed the open tailgate hatch and handed the last piece of luggage to my friend. The officer immediately got angry with me and gave me a ticket for failure to obey a traffic device (21-210.a.1). He kept yelling at me that I took the bag out as I was closing the tailgate. By the time he finally gave me the ticket, 5 cars and 10 officers came to the scene.

This whole situation was rediculously overplayed by the officer, who either needs counseling or had just had a bad day. Do I have any recourse or should I just plead guilty?

Thank you.
