Legal Question in Traffic Law in Maryland

My daughter and I are both phyically handicapped. We have a disabled placard issued by the sate of PA to hang in the van. Only her name is on the application as we don't really need two placards. While in Maryland I started to pull into a handicapped parking lot and was asked who needed to use the placard. I said that it belonged to my family and was registered in my daughters name. They confiscated the placard and issued me a court summons for fraudulently using the placard/ Any advice?
