Legal Question in Landlord & Tenant Law in Massachusetts

If tenant A in an apartment building has been taking notes of people coming in and out of tenant B's apartment as well as dates people come and go, they time those people spend in tenant B's apartment, and the location as well as the amount of time tenant B's park there car; is tenant A infringing on tenant B's right to privacy?

No. Generally, tenant A is free to collect any information s/he wishes, so long as she is not breaking any law or trespassing in order to collect it. This sounds like creepy behavior to me.

This is definitively creepy conduct. As long as it stays in "public" forms, it is not necessarily more, but it also -could- be actionable under some circumstances. As you have been made aware of the conduct, it might be considered a form of harassment. You have some rights, probably, but there are additional questions I would ask before providing a more definitive answer.
