Legal Question in Medical Malpractice in Massachusetts

Access to medical records in Massachusetts
I consulted a surgeon by referral of my primary care doctor. I requested a copy of the surgeon's report from his office weeks ago with no response. I called my primary care doc and he had not received the report and called the surgeon's office. The report was faxed to my primary care doc the same day. Is my primary care doctor legally allowed to give me a copy of the surgeon's report? I have run into this problem before and have always been told that I must request a report in writing from the specialist, yet I have been forced to write several requests while my primary care doc has the report and claims ''it is against HIPPA'' to give me a copy of the specialists report, which is part of my medical record. Please help resolve this issue as I know many patients who are frustrated by this scenario.

If you request your medical records from your PCP, you shoudl get whatever he has in his file, including specialists reports.
