Is writing "motorcycle tires and shocks" in a memo section of a check enough evidence to take someone to small claims court for work he did on my motorcycle to which he gave me no receipts for the parts?

If you have a legitimate claim against the defendant, you could take him to small claims court even if you paid in cash and had no such evidence. Your testimony is evidence. Combined with the check you made out to the mechanic, you have some evidence that a transaction took place. If a judge were to credit your testimony, and you state a claim on which relief can be granted, you might win in small claims court.
