tenant rights

a neighbor called the cops because I was playing the stereo too loud for their liking. It was a saturday night at 8:30 pm, never had complaint before, neighbor didn't even attempt to ask me to turn it down or talk to me first. what are the noise laws for tenants, condos? can he do that?

I don't know of any law that regulates an actual decibel level. Yes, anyone can call the police to report an alleged disturbance.
