Either or both of you may petition the court to settle her estate. If the total value of her estate, aside from one car, is less than $25,000, you can file a voluntary petition. Otherwise, you will need to file either an informal or a formal petition, depending on whether there is a will and whether all her heirs are known to you.

A voluntary is a very simple process. You can find the probate forms here: http://www.mass.gov/courts/courtsandjudges/courts/probateandfamilycourt/mupcforms.html

You can also find the phone number for the probate court in the county where your sister was domiciled. The clerks can be very helpful, depending on the county.

Good luck!
