I'm trying to get my portfolio returned from an employer I have asked it be returned to me a number of times. How can I get it back

If it is your personal property a Demand Letter from an Attorney should do it.

If they then refuse a lawsuit under the MN claim + Delivery Statute would be required.

I assume you are talking about your personnel file? Minnesota law requires that your employer provide you a copy of your personnel file.
