Hardship License Procurement?

I would like to know in what instances a hardship license is granted. My husband received two DUI's (1987 & 1989) in the State of Illinois. In that state he would be eligible for a restricted driver's license (much like our hardship license) but he no longer resides there so that is not an option. He has had a clean record since the 1989 conviction but Illinois refuses to grant clearance. Please advise if this is a matter that a hardship license might be granted for work, medical, and educational purposes.

A hardship license is only available in Mississippi for first offenses. Your husband will have to get clearance from Illinois.
