Can a landlord lower the rent for a complex, yet still charge you the old higher amount. Even though the rate had been lowered prior to the signing of a new leace. And at the signing the landlord claimed you could not get the lowered amount, stateing it was only for new tenants not old tenants under the original agreement.

Of course. WHen your contract (lease) expires you can negotiate a new contract. Haven't you ever bought something that someone else got a better deal on?
