If you have a judgement against you for money and you get a bank account in another state and the account also has another persons name on it in which does not owe money can they garnish the account?

The quetion you ask is probably dependent upon the law of the other state where the accoutn is opened. If the judgmetn is in Missouri, and the accoutn is pend in another stte, then the judgmetn creditor woudl have to register the judgmetn in that other state, in order to execute on that account. Except, if the account is with a multistate bank. An account with US Bank, BoA, etc, can be garnished from any state where they have branch. Each state has different laws about garnishment or execution on an account owned by a judgment debtor and a non-debtor. If the two are married it also affects the answer.
