the water company is refusing to turn on our water because the people who lived there before us had an 1800 dollar bill and they want us to pay it

If you are renting the residence, then you may be able to appeal to the water board for a clearance to establish anew accout. If you have purchased the residence, then you may have to sue the previous owners to get the account cleared.
