If a resident moves out, rather than catch up on rent, after a notice to quit has been served, how does the owner of the apt get his rental fees?

The customary way to collect for non-payment of rental amounts is to bring a suit in the local District Court. The landlord has a duty to try to re-let the apartment to reduce his own damages. There are also specific statutes dealing with security deposits and they must be carefully observed.
