Legal Question in Immigration Law in New Jersey

I was really thankful that you have a site like this where we can ask questions on things we are not sure of or even things that affects major decisions in our life. Kudos to your LawGuru Team!

My young daughter got married in the US to her fiance' she met over the internet (from Philippines) To cut it short, they got married in New Jersey after only 2 weeks of being there.Until her fiance visa expired and after a year, her husband still did not file her papers for greencard. She did not even have Social Security at all. Now, she's back in the Philippines.

Here's the question... would there be a way for her to come back to the US? Is there a possible way for her to request for visa even without her husband's permission?
