Legal Question in Traffic Law in New Jersey

provisional license speeding ticket

My son who has his license for about 10 days just got a speeding ticket for doing 38MPH in a 25MPH zone. It was practically around the block from our home. The officer said it happened in Brielle and pulled him over in our town of Manasquan. What are my options? Do I plead with the prosecutor? Or spend the $$ on a local attorney?
