Appointing a permenant legal guardian to a family member

How do I go about making my sister the legal guardian of my children if something fatal should happen to my husband and I?

You can make a provision in your will, however you should be aware that children are not property and while such a provision is influential it is not the final word, should someone challenge the provision. Ultimately a judge determines a legal guardian based upon the standard of "best interest of the child."
