NY State Class Actions

What would be the minimum

amount of Plaintiffs be to file a class

action suit. The Defendants would

be an individual property owner (#1)

and the Local Government (#2)?

Area property owners would be suing

for loss of property value based on

conditions present on #1's property

and lack of #2 to enforce

compliance. 5 years, over 30 visits

to the property in question and still

no action.

It does not sound like this would be appropriate as a class action.
