Legal Question in DUI Law in Ohio

Can you have one case number at the city court and then another case number when it went to grand jury? It is the same charge which is DUI but the city court docket say felony 4 and when it was bound over to grand jury it has a different case number and is now a felony 3. Is this right? He was charged with felony 3

In Ohio if you get too many DUI's over too short a time You can be charged with a felony. These cases start out of municipal court but then get bent over to Court of Common Pleas once The indictment comes down. The degree that felonywill be sorted out over there.
