Legal Question in Traffic Law in Ohio

Need help asap

I was in Conneaut, OH traveling south on route 7 just past I-90 when I seen an officer heading north I glanced down at my speedometer and noticed that I was doing 55 which in a 50 while heading downhill I thought that there wouldn't be any problem, well the officer who I found out was a local Conneaut Officer, turned around and came after me, pulled me over and told me that while he was moving his radar said that I was doing 70. I had three other people in the vehicle with me all of which could see that the officer was moving when he supposedly hit me with the radar. Their was also another vehicle a full size pickup that was right in front of me that was doing the exact same speed. I need to know if the fact that the officer was moving plays a part in this case. Because the judge told me before I plead not guilty that this will carry a $250 fine and up to 30 days in jail. Personally I think jail time for a speeding ticket is absurd. I have a CDL and had an speeding violation of 11 over while driving a commercial vehicle. This took place about 2-3 months ago.
