Chapter 7 discharged 12/01. When can I file again?

Also, will I be able to keep my car that I am currently making payments on? I plan to move to PA next month; is there any residency requirement? Does Chapter 13 require repayment of 100% of your debt? I currently have my wages garnished due to cosigning a loan; how will a bankruptcy affect this situation?

You can file again now. The residency requirement is 6 months. Chapter 13 doesn not require repayment of 100% in most circumstances. Pennsylvania does not have wage garnishment for that purpose although if you are paying under a 100% repayment plan you would spread the remainder of that obligation over the plan payment period.
