Legal Question in Civil Rights Law in Pennsylvania

Neighbors
We live in a duplex house and the neighbors next door are always making noise
we have asked them numerous times to tone down the noise and they basically ignore our requests

they do not own this house only rent it from a family member but we own our home for almost 20 yrs

is there any way we can file a complaint/lawsuit against them and the qwner making them make our house sound proof?
we would like to make our home sound proof and make them pay for it since they are the ones making all the noise
we have lived here for almost 20 years and do not feel we have to put up with nuisance neighbors and the police that is a waste of time
